01 — The Technology
The physical infrastructure is designed for circularity: renewable energy, advanced cooling, water-efficient design, waste-heat capture and reuse, and noise mitigation.
02 — The Conditions
The system surrounding the intelligence — energy, capital, governance, ecology, community participation and human well-being — is designed to strengthen alongside the compute.
One regenerates the infrastructure. The other regenerates the conditions in which intelligence is formed. Together, they become Regenerative Intelligence Infrastructure™.

Natural intelligence arises from living systems. They organize energy, water, and ecology into form. Human intelligence develops within those conditions. Artificial intelligence is now being formed within systems designed by humans.
Each inherits what formed it. Until now, that inheritance has run one direction. This is the Chain of Inheritance.
When conditions are extractive, intelligence compounds extraction. When they are coherent, it compounds coherence.
RIH builds coherence upstream — into energy, capital, governance and people — rather than attempting to correct the consequences afterward.
Then the line closes: compute generates revenue; value circulates through the Community Trust; and the systems that made the infrastructure possible become stronger.
The future of intelligence won't be corrected into coherence. It will be formed in it.

A Replicable Model
Nepal is Phase 1. The architecture is designed to be repeatable. Active conversations are underway for Regenerative Intelligence Infrastructure™ data centers in the United States, Canada, and Africa.
The team brings expertise across AI data center development and operations with OpenAI and Oracle, regenerative design, infrastructure finance, and impact investment, with direct engagement across the World Bank, UNICEF, UNDP, and leading development finance institutions. Experience includes AI data center ownership, DFC-backed digital infrastructure execution, compute network origination tied to frontier AI leadership, and decades of capital structuring in least developed markets.

In 2019, she began exploring a different model: using Nepal’s abundant renewable hydropower to power digital compute — initially Bitcoin mining — while structuring the economic value generated by that infrastructure to circulate back into the communities connected to it.
In October 2022, Hilborn further developed those principles in British Columbia, applying them to a Regenerative AI Data Center project that remains in development today.
The vision later came full circle in Nepal through Hilborn’s partnership with Uttam Bhlon and Mountain Solar, bringing together the regenerative infrastructure thesis with local energy assets, development capacity and the relationships required to build at scale. That partnership became the foundation for RIH’s planned 100 MW regenerative AI data center campus in Nepal.
As AI accelerated, the thesis evolved again. This infrastructure was no longer only generating economic value.
It was forming intelligence.
That led to a larger question:
What does intelligence inherit from the conditions in which it is formed?
That evolution became Regenerative Intelligence Infrastructure™ — a model designed to regenerate both the physical infrastructure itself and the conditions surrounding the intelligence it supports.
How We Build
We are a development and holding company that originates, structures, and governs Regenerative Intelligence Infrastructure™ through Joint Ventures. Local partners deliver land, permits, power, fiber, and construction; operators run the facilities and hardware. RIH designs the regenerative layer — biomimetic, biophilic, coherence-based — establishes Community Trust governance, and structures the catalytic and blended capital that brings each project to life.

Katie Hilborn
Founder & Managing Director
Katie originated the underlying concept for Regenerative Intelligence Infrastructure™ in Nepal in 2019, later applying the model to a regenerative AI data center project in British Columbia in 2022.
Across twenty years in international development — including fifteen focused on Nepal — she has originated and completed three critical-infrastructure projects, built relationships across development, energy and finance, and formed the Nepal joint venture now anchoring RIH’s flagship development.
At RIH, Katie leads the regenerative architecture: integrating circular infrastructure, Community Trust governance, local participation and the conditions in which intelligence is formed into a repeatable global model.
Christopher Gee
Co-Founder &Managing Director
Chris designs the capital, technology and regulatory architecture that makes Regenerative Intelligence Infrastructure™ commercially deployable across jurisdictions.
He co-architected RIH’s Community Trust and benefit-sharing structures and brings twenty years of experience across international development, finance, digital infrastructure and public-private partnerships, including work with the World Bank, UNICEF, UNDP and government partners across Asia, Africa and the Pacific.
Previously, he co-founded and served as COO of Shanzhai City, developing FinTech and AI solutions for organizations including HKEX and the Binance Charity Foundation. At RIH, he leads the structures that translate the regenerative model into investable, scalable infrastructure.
